*EAV means Equalized Assessed Value. Ostensibly real property
(residential real property) is supposed to be assessed at 16% of its
market value. Assessors in all Illinois counties generally underassess
property values (for obvious reasons). The state of Illinois
assembles information on both assessments and sales (so that you can
directly see if assessments are in fact about 16% of market
value). For those counties where the asessment is less than 16%
(and that is most counties), the state assigns a "multiplier" that will
be applied to all taxable properties in that county. Typically,
the multiplier for Cook County has been in the upper 1.75-1.95
range. How this works is as follows: If you are assessed at
$20,000 and the multiplier for that year is 1.75, then your equalized
assessed value is $20,000*1.75 (or $35,000). Your taxes are based
on the tax rate for each taxing agency times your equalized assessed
value.
